Risk factors - Costa Rica is a geologically active part of the world.  Earthquakes of very low magnitude occur frequently.  While higher magnitude quakes (greater than 3.5 on the Richter scale) seldom occur, buildings codes in Costa Rica mandate a minimum level of earthquake protection for all new construction.
